    This doesn’t make any sense. Meat packing and food preparation plants pay the USDA the full salary of the inspector. The inspector is on the premises whenever production is running. Furthermore the manufacturer has to supply the inspector with an office at the plant too. Go ask John Tyson at Tyson Foods or the folks at Cargill or Kraft Foods.
